Public Comment

Public involvement is a fundamental aspect of the environmental analysis process. The Navy welcomes and appreciates your substantive comments.

Scoping, which is conducted in accordance with NEPA, is a process where the public is encouraged to participate in the development of an environmental impact statement by identifying the scope of the analysis, including potential environmental issues and viable alternatives. Substantive comments received during the scoping process are used to determine the scope of issues to be analyzed in depth and identify potential alternatives to be considered.

The Navy encourages the public, government agencies, elected officials, and organizations to participate and comment during the scoping period. The comment period is open from Feb. 10, 2020, to March 11, 2020. Please fill out the online comment form or print and mail your comments to:

All comments submitted during the scoping period will become part of the public record and substantive comments will be considered in the development of the Draft Supplemental EIS/OEIS. Comments must be postmarked or received online by 11:59 p.m. Pacific Standard Time on March 11, 2020, for consideration in the development of the Draft Supplemental EIS/OEIS.
